major environmental harm related to oil and gas pipelines. the federal emergency management agency is turning down california's request for millions of dollars in federal disaster aid to help the victims of the pipeline explosion. if the agency said a police state and local governments and utility which owns the ruptured pipeline to cover the cost of recovery on its own. however, fema will reimburse california up to 75 percent of the firefighting expenses for the september 9th glass. three people have been injured and nine others displaced after fire broke out at a point home. the fire happened at 1130 last night on the 200 block of madison avenue. firefighters were able to contain the fire quickly but the house close was severely damaged and a breach the driveway burning three cars. three people or transported to local hospitals suffering from smoke inhalation. it was said

hands of a federal judge. >> the fate of convicted rapist and killer is once again in the hands of u.s. district court judge jeremy fogel. the ninth circuit court of appeals ordered focal to reconsider his decision and determine whether sanctions nearly full injection regulations prevent " an unnecessary risk of all constitutional pain. late this afternoon attorneys for both sides submitted arguments on that issue to judge fogel. attorney general jerry brown argued the new procedure it meets constitutional standards because it " requires confirmation that the inmate is on unconscious before the injection of the other two drugs. he concludes that because the inmate has " failed to show the new procedure creates a demonstrated risk of severe pain, his motion for a stay of execution must be denied. attorneys for death row inmate brown press for a delay san the
